1. Summary

On March 2024, 3, the "Greater Tokyo Startup & Government Pitch - Exploring local government initiatives and the potential of startups" event was held at Tokyo Innovation Base, with local governments and six startup companies recommended by them taking to the stage.
The purpose of this event is to share information about local government initiatives to create a startup ecosystem in the Tokyo area and to promote matching with startups. At the start of the event, local governments introduced their current situation and startup support measures, after which the startups gave their pitches.

2. Event implementation overview

[Part 1: Government Pitch by Local Governments]

The Tokyo Consortium is working with local governments to implement measures to support startups. In the first part, three local governments in Tokyo (Shibuya Ward, Minato Ward, and Sumida Ward *in order of appearance) took to the stage and introduced their startup support initiatives in a panel discussion format.

Shibuya Ward is a city that brings together people from diverse backgrounds, and aims to create an ecosystem that brings together entrepreneurs who are ready to take on the world.
We are working on "environmental improvement" by launching a consortium and deregulation, "internationalization" through the startup visa system and holding community events mainly in English, and "demonstration experiment projects" including BtoC demonstrations with the cooperation of over 2300 ward residents as monitors.

Minato Ward Minato Ward Industrial Promotion Center

Minato Ward is home to many countries (embassies, etc.) and companies, and the ward aims to develop into an international city that takes advantage of its concentration of people and capital.
Based at the Minato Ward Industrial Promotion Center, which is equipped with a co-working space that can be registered, a business support factory for manufacturing, and rental space that can be used for commercial purposes, we provide a place to learn knowledge, create meetup opportunities, and engage in entrepreneurship programs.

Sumida Ward Industrial Promotion Division

Sumida Ward has the second largest number of factories in Tokyo and is known as a "city of manufacturing" where manufacturing industries are concentrated.
In 1979, the ward enacted the first basic ordinance for the promotion of small and medium-sized enterprises in the country, and has implemented various policies by positioning business support as a priority issue for the ward. Currently, under the "Hardware Startup Hub Concept," the ward is focusing on co-creation with manufacturing companies and universities in the ward through startup support, based at the Sumida Innovation Core, an industrial co-creation facility that opened in October 2023, with the aim of realizing an "update of the industrial cluster."

[Part 2: Startup pitches by startups recommended by each local government]

In the second part, startups recommended by each local government took to the stage to introduce their businesses and initiatives. During the Q&A session, participants were asked a variety of questions about the business models of each company and local government collaboration.

We aim to develop an intestinal cocktail that acts directly on the nervous system, improving mental health around the world and realizing well-being.
We are considering utilizing intestinal bacteria to relieve stress, and applying this to war refugees and even in outer space.

Toru Yamanaka, CEO of LOOVIC Inc. (Recommended by Shibuya Ward)

We are developing "LOOVIC", a navigation and guide service that anyone can create. By using human augmentation technology to provide an unmanned navigation guide that makes you feel as if a person is nearby, we will provide safety and security to simultaneously solve the labor shortage in the tourism and welfare industries, and support outings that lead to well-being.

APTO Co., Ltd. CEO Takashina Ryo (recommended by Minato Ward)

We provide "harBest", which can quickly and cost-effectively create data, which is a bottleneck in AI development. While data preparation is often an issue that causes AI development to stall, we support development by taking on the entire process of data preparation.

Kaoru Naito, CEO of CHAOSRU Co., Ltd. (recommended by Minato Ward)

We are a new generation creative company that combines cutting edge tech such as XR, virtual technology and generative AI with design capabilities. We propose a new framework for video and graphics that allows for high-end expressions that would be difficult to produce using conventional workflows.

MOVeLOT Co., Ltd. CEO and Robot Pilot Kento Hiroi (Recommended by Sumida Ward)

MOVeLOT.Inc uses the power of boarding robots to move people's hearts and aims to become a world-leading company in the field of boarding robots. We will design and build spaces that allow entertainment experiences unique to ride-on robots, and deploy them around the world.

Kei Tanaka, CEO of Serapia Co., Ltd. (recommended by Sumida Ward)

We provide digital talent development services by utilizing our unique no-code technology. We offer contract development using no-code technology and digital transformation talent training services for small and medium-sized enterprises, with a focus on operating the short-term intensive no-code coaching program "Aprell Dash."
