(For listed companies, the company must be listed on the Growth Market*2 and have a market capitalization of 5 billion yen or more.)
③-2 If not eligible under ③-1, the company must be an unlisted company that meets any one of the following criteria (a) through (c):
　(a) Total funding raised of 200 million yen or more (Series A or later) and meets any one of the following criteria:
　　・As a university-spun-off startup, it is strongly expected to achieve high future growth
　　・Has a track record of raising funds from overseas VCs, CVCs, or equivalent institutions
　　・Has a track record of securing grants related to deep-tech startups (with an approved grant amount of 100 million yen or more per grant)
　　・Has been selected for overseas expansion support programs implemented by the Tokyo Metropolitan Government or has been dispatched overseas as part of a Tokyo Metropolitan Government initiative

[Eligibility Requirements] A consortium of two or more businesses that meet the eligibility criteria for the Tokyo Bay eSG Partner Program. However, startups established less than 10 years ago may apply as a single entity.
(Project Support Type)
[Eligibility Requirements]
① Must have a base of operations with legal entity status within Japan.
② Must have the capability to complete the project within the scheduled timeframe.
③ During the project implementation period, the applicant must not be receiving—nor plan to receive in the future—any commissions or grants from the national government or other local governments (including other departments of the Tokyo Metropolitan Government) regarding the project’s implementation, with the same purpose, implementation details, and eligible expenses.
④ The applicant must not fall under the provisions of Article 167-4 of the Ordinance for Enforcement of the Local Autonomy Act (Cabinet Order No. 16 of Showa 26).
⑤ The applicant must not be a party against whom a petition for the commencement of reorganization proceedings has been filed pursuant to the provisions of Articles 17 and 30 of the Corporate Reorganization Act (Act No. 154 of Heisei 14).
⑥ The applicant must not be a person against whom a petition for the commencement of rehabilitation proceedings has been filed pursuant to Article 21 of the Civil Rehabilitation Act (Act No. 225 of Heisei 11).
⑦ The applicant must have no involvement with antisocial forces or persons associated with them.
⑧ The applicant must not violate, nor be at risk of violating, laws, regulations, or public order and morals.
⑨ The applicant must not be subject to a suspension of designation by the Tokyo Metropolitan Government.
⑩ The applicant must not be in arrears on tax payments.
⑪ There must be no facts in the applicant’s past business operations or other circumstances that would lead the Tokyo Metropolitan Government to determine that the applicant is not eligible for the subsidy.
⑫ Partner entities must have a base of operations in Japan and satisfy the requirements listed in items ② through ⑪.
⑬ To facilitate the societal implementation of cutting-edge technologies, a consortium must be formed and submitted as an application, consisting of a technology development entity and an entity that intends to utilize products or services incorporating said technology in the future and is committed to conducting use case verification.

⑭ At least one partner organization must be a startup established within the last 10 years. If the lead organization is a startup, at least one additional startup must participate as a partner organization.

(1) The SME must have reached an agreement with a specific university, research institution, or similar entity regarding the joint development of products or technologies based on research results.
(It does not matter whether this agreement was reached through the matching support provided by this program. Projects for which a joint development agreement has already been reached independently are also eligible.)
(2) The project must not be an extension of an SME’s existing development efforts (it must constitute a new business venture or entry into a new market).
(3) A joint development agreement or equivalent contract with a university, research institution, or similar entity must have been concluded or be scheduled to be concluded.

(For corporations) As of April 1, Reiwa 8, the company must have its head office or a branch listed in the corporate registry within Tokyo, and must have been actively conducting business at a Tokyo business location for at least two years.
(For sole proprietors) As of April 1, Reiwa 8, the business must have a notification of business commencement on file in Tokyo and must have been actively conducting business at a business location within Tokyo for at least two years.
The applicant must not be a “deemed large enterprise” (see the website for details).
The applicant must intend to engage in the development or improvement of products or technologies that require collaboration with at least one SME.
The development or improvement must have a substantial likelihood of being proposed to major corporations or similar entities.
