On January 17, 2023, the "Greater Tokyo Startup & Government Pitch: Exploring Regional Collaboration Initiatives and Startup Potential" was held online, featuring presentations by seven startups recommended by regional collaborative municipalities and local governments. This event aims to share information about the initiatives of regionally integrated municipalities toward forming a startup ecosystem in the Tokyo metropolitan area and to promote matching with startups. At the event, the regionally integrated municipalities first introduced the current status of each municipality and their startup support measures, followed by pitches from the startups.

2. Event Implementation Overview

[Part 1: Government Pitch by Each Regional Collaboration Authority]

The Tokyo Consortium implements measures to support startups in collaboration with regionally integrated municipalities. In Part 1, seven municipalities from the consortium (Shibuya Ward, Tsukuba City, Ibaraki Prefecture, Chiba City, Kawasaki City, Yokohama City, Tokyo Metropolis, *in order of presentation) took the stage to introduce their respective startup support initiatives.

渋谷区

Shibuya Ward hosts numerous startups, venture capital firms, accelerators, and shared office facilities, forming Japan's largest ecosystem. To foster internationally competitive startups going forward, the ward is advancing initiatives including: * "Environment Development": Establishing Shibuya's own consortium and similar structures. * "Internationalization": Providing services like the "Startup Welcome Service" to attract overseas entrepreneurs. * "Proof-of-Concept Projects": Encouraging Shibuya residents to participate in pilot testing.

つくば市

Tsukuba City hosts numerous research institutions, researchers, and research-spinoff ventures, necessitating further expansion of startup support.
Current concrete initiatives include operating the "Tsukuba Startup Park" to support startups before and after founding, forming an ecosystem connecting universities, research institutions, local governments, and private support organizations, collaborating with overseas institutions, and promoting partnerships with startups.

茨城県

Ibaraki Prefecture is home to numerous deep tech companies originating from national research institutions and universities, centered around Tsukuba City. The prefecture is focusing its efforts on creating and nurturing venture companies and establishing bases, addressing two key challenges: "increasing opportunities for venture companies to connect with investors and support organizations" and "expanding networks with investors and support organizations outside the prefecture and channeling them back to ventures within the prefecture."

千葉市

Chiba City has established its own startup ecosystem connecting startups with local governments, private organizations, universities, research institutions, and others, and is working to further expand this network. As concrete support measures, it offers the "Chiba City Acceleration Program" aimed at fostering startups, and the "Trial Order Certification Program" to promote awareness and expansion of products and services from the city's small and medium-sized enterprises.

川崎市

Kawasaki City hosts numerous startup support hubs collaborating with private entities, universities, and research institutions. For example, the Tonomachi International Strategic Hub King Skyfront houses 70 organizations primarily focused on life sciences, advancing collaboration with the Haneda area and strengthening incubation functions.Other startup support hubs include "Shin-Kawasaki Creative Forest," which provides expert assistance and matching support, and the "Kawasaki-NEDO Innovation Center," a public entrepreneur support hub operating in collaboration with government agencies.

横浜市

In Yokohama City, hubs for diverse innovation talent are forming, primarily in the Minato Mirai 21 district and Kannai district. Specific initiatives include establishing "YOKO BOX," a startup growth support base, and providing support programs tailored to each startup's growth stage. The 2022–2025 mid-term plan designates "Fostering Startups and Promoting Innovation" as a key policy, indicating further expansion of startup support is anticipated.

東京都

In November 2022, we announced our startup strategy "Global Innovation with STARTUPS," outlining our current situation and future direction.
Specifically, we are implementing a globally oriented startup strategy. This includes establishing the "Tokyo Innovation Base" as a hub gathering startup-related organizations from Japan and abroad, attracting overseas venture capital firms and accelerators, providing entrepreneurship education to students, and expanding public procurement.
